The article is Paper Bleaching: its simple chemistry and working 
proceedures. It's in vol 2 of the Paper Conservator. If you'd like I 
could make a copy for you.

 But it seems to me that there are many unanswered questions here.

Which is why I, for one, am very conservative in my approach to many 
aspects of the work.
