Hi-
The reason it begins with a 5" mark on the front guage is that the blade 
must be allowed room to move between the guage and the cutting edge.  These 
machines came with drop front guages, which allowed (through a spring 
action) for the front guage to "drop-away" as the blade passed by.
We also have a Jacques shears for sale, a 32" with an all-metal bed and a 
front drop guage.  I find this a more convenient size than the larger 
models, as it is easier to reach the top set-locks when setting the front
